Section 49(3) in The Orissa Boiler Operation Engineers' Rules, 2000
(3)The proceedings shall be held in the presence of the person whose conduct forms the subject of inquiry and he shall have an opportunity of making any statement he may wish to make and of producing any evidence in his defence.
