Section 6(b) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(b)Where normal date of increment in the existing pay scales falls on the 1st April, 1960, his initial pay in the revised pay scale shall be fixed on the basis of pay admissible in the existing pay scale on 1-4-1960 including the increment.
