(4)During the interval between the dissolution and the re-constitution of a Panchayat Union Council, the Inspector may appoint a person to exercise the powers and discharge the duties of the Panchayat Union Council and of its Chairman:Provided that any person to be appointed under the provisions of this subsection shall be a person in the service of the Government not below the rank of a Tahsildar or a Commissioner:
