Section 31(1) in Assam Science & Technology University Act, 2009
(1)Subject to the provision of this Act and with the approve of the Court the Executive Council may make Statutes for the purposes of carrying out the provision of this Act, an in respect of all matters which are required to be or may be provided for the Statutes.
