(2)No place, other than a Municipal slaughter house, shall be used as a slaughter house and a Municipality may make order permitting the slaughter of any animal in any place on the occasion of any religious festival or ceremony subject to such conditions as the Municipality may, by public or special notice, impose in this behalf.
