Section 4(7) in Punjab Water Supply and Sewerage Board Act, 1976
(7)If for any reasons an ex officio member is unable to attend a meeting of the Board, he may depute an officer subordinate to him to attend such meeting. The officer so deputed shall have the right to take part in the discussions during such meeting, but shall not have the right to vote.
