Section 16(1) in The U.P. Information Service Rules, 1982
(1)Assistant Director.- Recruitment by promotion to the post of Assistant Director shall be made on the basis of merit in accordance with the Uttar Pradesh Promotion by Selection in Consultation with the Public Service Commission (Procedure) Rules, 1970, as amended from time to time.
