(c)If any shopkeeper or street vendors sells or provides commodities in plastic carry bags or multilayered packaging or plastic sheets or like or covers made of plastic sheets which are not manufactured or labeled or marked in accordance with these bye-laws shall be liable to pay such fines as specified in schedule-I for every such occurrence;
