(3)Proceedings of each meeting shall be recorded in the Minute Book kept by the Committee for the purpose in Form 'A' annexed to these bye-laws and shall be placed on the table of the Committee for reference by the members thereof and shall at all reasonable times and without any charge be open to their inspection. The Secretary of the Committee shall keep the Minute Book in his custody.
