Section 40(a) in U.P. Zila Panchayats Service Rules, 1970
(a)imposing upon him any of the following penalties specified in Rule 32-(i)reduction to a lower post of time-scale or to a lower stage in a time-scale;(ii)removal from the service of the [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.] which does not disqualify from future employments; and(iii)dismissal from the service of the [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.], which ordinarily disqualifies from future employment :
