(1)With the previous sanction of the [State Government] [Words 'Provincial Government' first substituted for the words 'Local Government' by the Government of India (Adaptation of Indian Laws) Order, 1937, then again the word 'State' substituted for the word 'Provincial' by the Adaptation of Laws Order, 1950.], the Council-(a)shall appoint a Registrar,(b)may grant leave to such Registrar and appoint a person to act in his place, and(c)shall pay to the Registrar and to the person (if any) appointed to act in his place such salary and such allowances (if any) as the Council may determine.
