Section 54 in The Jawahar Lal Nehru Krishi Vishwa Vidyalaya Act, 1963
54. Removal of difficulties.
(1)If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order, do anything not inconsistent with the provisions of this Act which appears to be necessary or expedient for the purpose of removing the difficulty.(2)No order made under sub-section (1) shall be questioned in any Court of law on the ground that no difficulty as is referred to in the said sub-section existed or was required to be removed.
