Section 99(1) in The M.P. Municipal Accounts Rules, 1971
(1)The whole establishment of the Municipal Council shall be recorded in a scale register in Form 65 in which every appointment shall be entered under the initials of the Chief Municipal Officer, a separate page being allotted to the establishment chargeable to each item of the budget. When any change is made, the revised scale shall be noted in the columns provided for the purpose.
