Section 5(1) in The District Council of Culture Rules, 1994
(1)The Council shall meet ordinarily once in three months or more often. The Chairman (in his absence, the Vice-Chairman) shall preside at the meetings of the Council. The Secretary shall convene the meetings and record the minutes thereof. Representatives of the Department or the Directorate of Culture, Orissa may sometimes attend the meetings of the Council.
