(3)The Council shall provide every such hospital or dispensary with all necessary drugs, instruments, apparatus and appliances on a scale approved by the Director of Health and when in the opinion of the Council provision for in-patient may be necessary it shall also provide a sufficient number of beds, cots, clothing, diet, etc. for such patients.
