Section 17(1) in The U.P. Technical Education (Non-Technical-Non-Gazetted) Service Rules, 1992
(1)Subject to the provisions of sub-rule (2), the appointing authority shall make appointment by taking the name of candidate in the order in which they stand in the lists prepared under the Rule 15 or 16 as the case may be.
