(2)The rates so determined shall be published in the [Official Gazette] [Words substituted by the Government of India (Adaptation of Indian Laws) Order, 1937.] and in the prescribed manner:Provided that such publication shall not be necessary unless a change has been made in the rates since they were last published in the [Official Gazette] [Words substituted by the Government of India (Adaptation of Indian Laws) Order, 1937.].
