Section 8(a) in The Inter-State Migrant Workers (Regulation of Employment and Conditions of Service) (Punjab) Rules, 1983
(a)Whether the applicant -(i)is a minor, or(ii)is of unsound mind and stands so declared by a competent court, or(iii)is an undischarged insolvent, or(iv)has been convicted at any time during the period of five years immediately preceding the date of application of an offence which, in the opinion of the State Government, involves moral turpitude;
