Section 5(i) in Tamil Nadu Panchayats (Employees Conduct) Rules, 2001
(i)a farewell entertainment of a substantially private and informal character held in honour of a panchayat employee or any other panchayat employee on the occasion of his retirement or any person who has recently quitted the service of any panchayat; or
