Section 326C(3) in Chennai City Municipal Corporation Act, 1919
(3)The [District Collector] [Substituted for the word 'Commissioner' by Tamil Nadu Act 19 of 2003.] may refuse to grant licence for reasons to be recorded in writing:Provided that a licence shall not be refused unless the applicant has been given an opportunity of making his representation.
