(1)The Register of contractor shall be kept up-to-date. The Inspector of Local Works shall scrutinise the register at least once a year and sign it in token of his scrutiny. Any changes in the register considered necessary by the Inspector of Local Works shall be referred by him to the Council. The Council shall decide on the changes, and shall record reasons for the changes. The changes, if any, ordered by the Council shall be made in the register.
