Section 21(2)(a) in The Arms Rules, 1962

(a)A licence in Form XI shall not entitle the dealer to shorten a firearm or to convert an imitation firearm, into a firearm, unless he has a licence in Form IX showing specifically that he is permitted to shorten a firearm or convert an imitation firearm into a firearm.
