Section 43(5) in The Delhi Agricultural Produce Marketing (Regulation) General Rules, 2000
(5)At any time when so required by the Director or by any officer of the Board not below the rank of Secretary marketing committee, the deliver or any other person incharge of any vehicle, vessel or other conveyance which is taken or proposed to be taken out of the market area shall stop the vehicle or other conveyance, as the case may be, and keep it stationary as long as may reasonably be necessary and allow such officer to examine the contents/agricultural produce carried in the vehicle or other conveyance and to inspect all records relating to such agricultural produce and furnish his name and address and the name and address of the owner of the vehicle or other conveyance and of the owner of the agricultural produce carried in such vehicle or other conveyance.
