Section 5(2) in Maharashtra Cinemas (Regulation) Rules, 1966
(2)[ The State Government may, on consideration of the report of the licensing authority either accord its previous sanction to the grant of the 'No Objection Certificate* or may, for reasons to be recorded in writing, refuse to accord its previous sanction and inform the licensing authority accordingly :Provided that, the State Government may, on the ground of discovery of new and important matter or evidence or on account of some mistake or error apparent on the face of the record or for any other sufficient reason either of its own motion or upon an application made by' an aggrieved person, review its order refusing to accord its previous sanction to the grant of permission for the issue of a "No Objection Certificate" and pass such order as it may' deem fit. In such cases, before any order is made which is likely to affect any person adversely, such person shall be given a reasonable opportunity of being heard.] [Inserted by G.
