Section 21(4)(ii) in The C.G. Foreign Liquor Rules, 1996

(ii)If the licensee fails to lift the minimum quantity of spirit fixed for a month, the Collector may impose penalty at such rate on the quantity of spirit by which the actual quantity of spirit lifted falls short of the minimum quantity fixed above as given below :-
