Section 80(2) in The West Bengal Motor Vehicles Rules, 1989
(2)The Chairman or the Deputy Chairman or any member as elected to preside over the meeting in accordance with sub-rule (5) of rule 77 of these rules, shall have a second or casting vote in all cases of equality of votes.
