Section 2(c) in The Assam Co-operative Agricultural and Rural Development Bank, Rules, 1961
(c)"Distrainer" means an officer of the Co-operative Department who is empowered by the Registrar to distrain and sell the produce of the mortgaged land including the standing crops thereon in accordance with the provisions of Sections 8 to 10 or any person appointed by the State Government under Section 3 of the Assam Co-operative Societies Act, 1949 (Act I of 1950) to assist the Registrar.
