Section 25(1) in The Mahatma Gandhi Chitrakoot Gramodaya Vishwavidhyalaya Adhiniyam, 1991
(1)The Vice-Chancellor shall be the principal executive and academic officer of the University and ex-officio Chairman of the Academic Council. He shall, in the absence of the Chancellor preside at the Convocation of the University and confer degrees on persons entitled to receive them.
