Section 16(1) in Management of the Property of the State Council and the Maintenance and Audit of Its Accounts
(1)A motion or an amendment which has been moved and seconded, shall not be withdrawn save with the leave of the State Council which shall not be deemed to be granted, if any member dissents from the granting of leave.
