Section 32(5)(b) in The Merchant Shipping (Cargo Ship Construction And Survey) Rules, 1974

(b)that no material alterations have been made in the hull, machinery or equipment of the ship to which the cargo ship construction certificate or the cargo ship safety construction certificate, as the case may be, relates without the previous approval of the principal officer.
