Section 69(1) in The Bihar Panchayat Election Rules, 2006
(1)The Presiding Officer will send to the Returning Officer -(a)Ballot-boxes(b)Ballot-paper and paper seal account;(c)Sealed packets specified in Rule 68; and(d)All other papers used in poll, and deposit them at the specified place.
