Section 14 in Waste Lands (Requisitioning and Utilisation) Act, 1952
14. Penally.
(1)Whoever obstructs the Collector or any person acting under his orders, in taking possession of any waste land under section 5 or under sub-section (2) of section 7, shall be punishable with imprisonment which may extend to six months or with fine which may extend to five hundred rupees or with both.(2)No court shall take cognizance of any offence punishable under this section save on complaint in writing made by the Collector.
