(h)"licensing officer" means the Agriculture Marketing Adviser to the Government of India and includes any other officer of the Central Government not below the rank of the [Senior Marketing Officer in the Directorate of Marketing and Inspection] [Substituted by S.O. 2964, dated 27th June, 1983 (w.e.f. 23rd July, 1983), for the words 'Deputy Agricultural Marketing Adviser, Government of India'.] or the officer of the State Government not below the rank of the Deputy Secretary to Government, empowered by him, as notified from time to time, to exercise all or any of his powers or to discharge all or any of his functions under this Order ;
