Section 673(a) in Police Regulations, Bengal , 1943
(a)Temporary police guards may be supplied for extraordinary duties to private bodies and individuals in the town of Darjeeling. On each occasion the Superintendent shall decide, in consultation with the Deputy Commissioner of the district, whether the application for such guards shall be complied with or not.
