Section 29(c) in The Orissa Urban Police Act, 2003
(c)prevent obstructions, -(i)on the occasions of all processions and assemblies,(ii)in the neighbourhood of all places »f worship during the time of worship, and(iii)in all cases when any street or public place or place of public resort may be thronged or likely to be obstructed;
