Section 11(1) in The Jammu and Kashmir Collection of Statistics Act, 2010
(1)Notwithstanding the provisions contained in section 9 of this Act, the Government may disclose individual returns or formats or information schedules to any other agency or person or institution or university solely for bona fide research or statistical purposes pursuant to their functions and duties.
