(1)The orders passed under sub-section (2) of Section 11 of the Act should, except in emergent case in which immediate action is, in the opinion of such Magistrate necessary, be so expressed that the Superintendent may have time to refer (if he thinks necessary) to the Inspector-General before taking action thereon.
