Section 21(1) in The Goa, Daman and Diu Agricultural Tenancy (Revenue Survey and Record of Rights) Rules, 1967
(1)It shall be lawful for any survey officer authorised in this behalf to erect or cause to be constructed, laid out, maintained or repaired, boundary marks and survey marks of village or survey numbers or sub-divisions and to assess all charges incurred thereby on the holders or others having an interest therein.
