13. Vacancies etc. not to invalidate proceedings.
- No act or proceedings of the Council shall be invalid merely by reason of-(a)any vacancy therein, or any defect in the constitution thereof; or(b)any defect in the election or nomination of a person as a member thereof; or(c)any irregularity in its procedure not affecting merits of the case.
