- Except as otherwise provided in this Act, the Chairperson shall preside at every meeting of the Municipality, the Chairperson shall preside at every meeting of the Municipality, in the absence of Chairperson the Vice-Chairperson [or in the absence of both Chairperson and Vice-Chairperson] [Added vide Orissa Act 23 of 1992 w.e.f. 27.4.1992 and substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] a Councillor elected at the meeting shall preside.
