(9)to take over for a period of twelve months the management of any college or institution, affiliated to, or recognized by the University, other than a Government College or a private college in order to ensure that proper standards of teaching, training or instruction are maintained therein:Provided that the University may, if it considers necessary so to do, extend such period, however, that the aggregate period shall not extend eighteen months;
