Section 3(1) in The Orissa Public Libraries Act, 2001
(1)For the purpose of advising the Government on matters concerning the management and development of public library system and library services in the State, formulation of training policies and programmes in relation to such system and services and such other matters relating thereto as may be prescribed, the Government may, by notification, constitute a Council to be called the Orissa Public Library Council.
