Section 212(a) in Arunachal Pradesh Municipal Act, 2007
(a)erect upon any land or building, or affix to the outside of any building, or to any tree, any shaft or pipe as may appears to him to be necessary for the purpose of ventilating any drain or cesspool, whether vested in the Municipality or not, and
