Section 74(1) in The M.P. Krishi Upaj Mandi (Mandi Samiti Ka Nirvachan) Rules, 1997

(1)Every ballot paper which is not rejected under Rule 73 shall be counted :Provided that no cover containing tendered ballot papers shall be opened and no such ballot paper shall be counted.
