(2)The officer or officers empowered under sub-rule (1) shall have the power to withdraw, by general or special order, from the file of any officer or authority appointed under sub-section (1) of section 18 and subordinate to him or them, any proceeding or proceedings and transfer the same for disposal to any other subordinate officer or authority appointed under sub-section (1) of section 18.
