Section 2(d) in The Haryana Municipal Common Lands (Regulation) Rules, 1976
(d)"Commissioner" means the Commissioner of the division in which the committee is situated but in the case of Faridabad Complex Administration, it shall mean the Secretary to Government, Haryana, Local Government Department;
