28. Candidate to produce satisfactory testimonials
- No candidate shall be admitted to an examination who cannot produce satisfactory testimonials certifying his experience, ability, soberty and general good conduct for the whole period of his qualifying service. Any breaks in the period of his qualifying service shall be accounted for.
