Section 4(2) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973
(2)Where no other mode of service of notices is prescribed by the Act or by these rules, service shall be effected in the manner prescribed for the service of summons on a defendant under the Code of Civil Procedure, 1908 if the notice is addressed to only one person.
