Section 17B(1) in Nagpur rules Relating to the Election of Councillors
(1)Every voting paper which is not rejected under rule 18-A shall be deemed to be valid and shall be counted as one valid vote :Provided that, no cover containing tendered voting papers shall be opened and no such paper shall be counted.
