Section 58(1) in The Orissa Chit Funds Rules, 1985
(1)On receipt of the appeal the appellate authority shall, as soon as possible, examine it and ensure that-(a)the appeal memorandum is affixed with court-fee stamps of the value specified in Rule 57(2);(b)the person presenting the appeal has the locus standi to do so;(c)it is made within the specified time limit; and(d)it conforms to all the provisions of the Act and these rules.
